CASE 29-2017: WORLD PEACE PRIZE AWARDING COUNCIL
(WPPAC)
LEGAL OPINION ON SUZI
P. LEGGETT

As a result that a WPPAC high-ranking member called Suzi Leggett has recently
pronounced Hate Speech against the International
Buddhist Ethics Committee, after no public apology from WPPAC President has taken place, it
will then be determined whether the submitted facts are an act of perpetuation
and deepening of the crimes committed by the WPPAC which have previously been judged by the International Buddhist Ethics Committee.
I.
Description of the Case
On August 21, 2017 the International Buddhist Ethics Committee sentenced the World Peace Prize Awarding Council (WPPAC)
for its continued support and ethical endorsement to Wan Ko Yee and Bhaddanta Kumarabhivamsa
by awarding peace prizes to both of them, which constitutes an act of
Complicity with Crimes against Peace and Violations against Buddhist Cultural
Heritage. While Wan Ko Yee
systematically carries out fraudulent acts that usurp Buddhist Cultural
Heritage, inventing false acknowledgments and false spiritual biographies for
the purpose of selling artworks at millionaire prices, on the other hand, Bhaddanta Kumarabhivamsa in his role as
President of the State Sangha Maha
Nayaka Committee has participated in terrible crimes such as CRIMES
AGAINST HUMANITY AND PEACE, COMPLICITY WITH GENOCIDE and ETHNIC CLEANSING,
VIOLATION OF THE RIGHTS OF INDIGENOUS AND TRIBAL PEOPLES, VIOLATION OF FREEDOM
OF EXPRESSION, VIOLATION OF THE RIGHTS OF WOMEN AND OF THE CHILD, COMPLICITY
WITH DISCRIMINATION, OPPRESSION AND ILLEGAL DETENTIONS, and VIOLATION TO THE
BUDDHIST LEGAL CODE. A few days after taking
knowledge of this Sentence, the President of the World Peace Prize
Awarding Council (WPPAC) expressed respect and gratitude to the International
Buddhist Ethics Committee, even by offering the possibility that the
Committee may operate as an official
council to assist the WPPAC. However, WPPAC member, Suzi
Leggett, decided to attack the International Buddhist Ethics Committee
by means of an official message where she pointed out that the Committee is a scam committing illegal activities,
while she stated that the Committee is a terrorist
organization that must be persecuted. This constitutes a total aggravation of the crimes
previously sentenced by the International
Buddhist Ethics Committee, totally missing the opportunity for reparation
and reconciliation that was provided to WPPAC.
With respect to this deepening of the previously sentenced crimes, the International Buddhist Ethics Committee
proceeds to issue the following ethical legal Opinion concerning the
Responsibility of Suzi Leggett and the WPPAC.
II.
Preliminary Warning
The International
Buddhist Ethics Committee & Buddhist Tribunal on Human Rights (IBEC & BTHR) is committed to
evaluating violations of ethics and human rights, so its juridical framework is
Buddhist Tribal Law and International Law. These procedures are millennial and
intrinsic to the self-government system of the spiritual commune (sangha),
although they have the innovation of universal jurisdiction that allows
analyzing violations by other communities and countries.
Legal cases carried out by IBEC & BTHR end with a Judgment. However, when there is an
aggravation of the sentenced conditions, the Judgment acquires an immediate
ethical legitimacy for issuing acts, notifications, resolutions, communiqués
and opinions denouncing such aggravations.
III.
Defamation, Discrimination and
Ethnocentrism
In order to analyze the existence in this case of an
act of Defamation, Discrimination and Ethnocentrism on the part of
Suzi Leggett and the WPPAC, it is
fundamental to offer the background of the Buddhist Law which is the system
attacked by the accused party. While the International
Buddhist Ethics Committee was created by means of the Seventh Buddhist Council held in late 2014, it is certainly a
milennial legal tradition that is two thousand six hundred years old,
maintaining an enormous cultural power in all countries of ancient times where
the system of Buddhist Civilization existed. Therefore, in the light of
international human rights instruments such as the International Labor Organization
(ILO) Convention No. 169 on Indigenous and Tribal Peoples and the United
Nations Declaration on the Rights of Indigenous Peoples, the Buddhist
Peoples actually are both a Tribal Community -because of its communal
organization, as well as they are an Indigenous or Original People, because
they truly conform a Nation with their own institutions, traditions and
practices that precede the existence of modern States. In this sense, when Suzi
Leggett and WPPAC claim that the
Ethics Committee is a malicious scam,
they clearly incur an act of defamation, discrimination and ethnocentrism,
a crime against peace, making a false accusation and an attack for
reasons of cultural nature which rejects the millennial existence of Buddhist
Law.
IV.
Threats
and Violation of Human Rights
In addition to defaming and discriminating, Suzi P.
Leggett and the WPPAC have also
stated that the International Buddhist
Ethics Committee is a terrorist organization
that attempts against social peace, even reaching to the point to threatening
the Committee with an alleged investigation by the US Congress, which is a
violation of the human right to freedom of expression and of the human right to
self-determination of the peoples which, according to International Law, have
the right to keep their own native systems of justice. In this sense, it is
considered that the threat made by Suzi P. Leggett has violent and fascist
connotations, and therefore the International
Buddhist Ethics Committee states that WPPAC
would be held responsible for any attack that might be received by the members
of the Committee.
V.
Corruption, Fraud and Organized
Crime
The International
Buddhist Ethics Committee has been defamed, discriminated and threatened by
WPPAC and Suzi P. Leggett (wife of a
US congressman) due to the fact that during the ethical trial there had been
proofs suggesting that Wan Ko Yee bought
his peace prize through acts of corruption, even investing the amount of at least USD 120,000 in order
to obtain recognition from the US Congress, which has legitimized the false
autobiographies and false recognitions through which this scammer -who is
sought by Interpol, publicly boasts
through fake news in order to make
money through the multi-million dollar sale of paintings. The International Buddhist Ethics Committee
has been able to begin to discover a criminal plot that starts with Wan Ko Yee creating false
autobiographies and by bribing US congressmen to get legal recognition and a
peace prize, obtaining a spurious legitimation that deceives customers who buy
his paintings, naively believing that they are buying works of art made by a
Buddha, when in fact they are being swindled. This plot discovered by the International Buddhist Ethics Committee demonstrates
that WPPAC members have been
involved in Fraud, Corruption and Organized Crime that violate the Buddhist
People's Cultural Heritage. The fact that Suzi P. Leggett aggressively defends Wan Ko Yee in spite of the Committee's
Judgment would be demonstrating that this WPPAC
member is involved in the criminal plot of corruption. For this reason, Suzi P.
Leggett and WPPAC have refused to
annul the illegal awards they have given, considering that correcting their
mistakes would be an irresponsible and
scandalous act.
VI.
Conclusion
Suzi P. Leggett's criminal behavior, both for
defamating and discriminating as well as being related to acts of corruption
and fraud, show that her own peace prize is spurious and illegitimate, showing
one more time that WPPAC is unable
to give peace prizes, being an incredible thing that this organization lacks appropriate
corrective procedures to ensure learning and righteousness. In this sense, the International Buddhist Ethics Committee
confirms that any organization that cannot correct its mistakes or sanction
criminal behavior of its members will be doomed to fall into organized crime.
Therefore, the Spiritual Commune (Sangha) developed the Buddhist Law as a
system of purification that ensured learning and righteousness.
The International
Buddhist Ethics Committee has shown an aggravation in the behavior of the WPPAC. Therefore, as of the deepening
of the Judgment for Responsibility in Complicity with Crimes against Peace and Violation of
Buddhist Cultural Heritage, this Opinion incorporates the following
charges against WPPAC: Defamation,
Discrimination and Ethnocentrism; Threats and Violations of Human Rights;
Corruption, Fraud and Organized Crime.
In accordance with international Human Rights
treaties, the International Buddhist
Ethics Committee has an absolute duty to enforce the rights to justice and
the protection of culture, which are inherent in the human right to peace,
which have been violated systematically and in a widespread way by the World Peace Prize Awarding Council (WPPAC).
Ergo, the International
Buddhist Ethics Committee rules as follows:
1.
The "Peace Prizes" given to Wan Ko Yee, Bhaddanta Kumarabhivamsa and
Suzi P. Leggett are declared illegal and illegitimate.
2.
It is
stated that WPPAC does not respect
the human rights and sacredness of the civilization of peace.
3.
All WPPAC members who have not participated
in the criminal activities denounced in this Opinion are required to expel
members involved in corruption and fraud, which will be a first step towards
regaining the ethical purity of the organization.
4.
The WPPAC is required to immediately begin
to work properly for World Peace and to promptly respects and comply with the
Judgments and Opinions of the International
Buddhist Ethics Committee, by putting on record that any violent assault of
WPPAC members against Buddhist
Peoples will be denounced at the international level.
